    1. Work and play are both necessary to health; this gives us rest, and that gives us energy.
    2. Hydropower has a different cost structure and different cost levels than the traditional energy production in the rest of Europe based on coal, gas and nuclear energy.
    3. Throughout the preliminary investigation phase and in their reply of 15 July 2006, the Norwegian authorities point out that Norway faces a different energy situation than most European states as more than 99 % of its domestic electricity production stems from hydropower. Hydropower has a different cost structure and different cost levels than the traditional energy production in the rest of Europe based on coal, gas and nuclear energy.
    4. give priority to energy efficiency and co-generation, the development of sustainable, renewable, energies and the rapid spread of environmentally friendly and eco-efficient technologies, (a) inside the internal market on the one hand particularly in transport and energy, inter alia, in order to reduce the vulnerability of the European economy to oil price variations, and (b) towards the rest of the world on the other hand as a sector with a considerable export potential;
    5. assessment of the impact of carbon leakage on Member States’ energy security, in particular where the electricity connections with the rest of the Union are insufficient and where there are electricity connections with third countries, and appropriate measures in this regard.
    6. Annex 1 to Decision No 1229/2003/EC of the European Parliament and of the Council of 26 June 2003 laying down a series of guidelines for trans-European energy networks and repealing Decision No 1254/96/EC [58] shows that the United Kingdom is one of those geographical regions that are insufficiently connected to the rest of the network for the single market to function as a whole entity.
    7. A partition of heat-resisting material shall be fitted between the engine compartment or any other source of heat (such as a device designed to absorb the energy liberated when a vehicle is descending a long gradient, e.g. a retarder, or a device for heating the interior of the body other, however, than a device functioning by warm water circulation) and the rest of the vehicle.
    8. To encourage the sustainable use of resources and strengthen the synergies between environmental protection and growth, Member States should: 1. give priority to energy efficiency and co-generation, the development of sustainable, including renewable, energies and the rapid spread of environmentally friendly and eco-efficient technologies, (a) inside the internal market on the one hand particularly in transport and energy, inter alia, in order to reduce the vulnerability of the European economy to oil price variations, and (b) towards the rest of the world on the other hand as a sector with a considerable export potential; 2. promote the development of means of internalisation of external environmental costs and decoupling of economic growth from environmental degradations.
